"The supplier companies of general services are being established as part of DTEK's preparations for operation in the context of the new competitive power market designed to meet European standards. On June 14, the National Electricity and Utilities Regulatory Commission (NEURC) decided to issue licenses for power supply to Kyiv Energy Services, Dnipro Energy Services, and Donetsk Energy Services.

DTEK's press service explained that the Law on the Electricity Market provides for the separation of distribution system operators, production operators, and operators of power transmission and supply.

In 2018, DTEK started preparing for such a division by allocating its distribution assets to a special holding company, DTEK Grids. It included, among others, DTEK Kyiv Electric Grids, DTEK Dnipro Electric Grids, and DTEK Donetsk Electric Grids, which currently combine the functions of distribution and power supply. Until the end of 2018, DTEK Kyiv Electric Grids, DTEK Dnipro Electric Grids, and DTEK Donetsk Electric Grids will focus only on the distribution of power. The function of supplying power to consumers will be transferred to Kyiv Energy Services, Dnipro Energy Services, and Donetsk Energy Services.

As reported, in 2005, DTEK was established to manage the energy assets of the System Capital Management Group (SCM, Donetsk) owned by Rinat Akhmetov. Functions related to the strategic management of the companies of the group constituting a vertically integrated chain for mining and enriching coal and producing and selling electric power were delegated to the corporation.
